Aim: The increasing usage and influence by teleinformation technologies create a high need for discussion of new frames for the strategic planning of organisations and companies. The purpose of the course is to present a number of different approaches (referred to as "soft" methodologies) for formulating and solving strategic planning problems for public as well as private organisations and companies. Usage of the methodologies focuses on problems associated with design, implementation and use of tele-communication and information systems.
Contents: The strategic planning concept and its inherent contradictions in relation to organisations are presented and discussed. An introduction to Group Decision Support Systems or "soft" methodologies is given. A number of methodologies are presented. These include: The SWOT analysis, Strategic Choice Approach, SODA, Future Workshop, Scenario analysis, and Soft Systems Methodology. Furthermore, the methodologies are evaluated using special characteristics focusing on the products, organisation view, technologies used, and the process of using the methodologies. Lastly, the option of using the methodologies in combination processes illustrating organisation process changes is discussed. Decision Support Systems can be used as part of the group work. Examples are primarily focused on strategic planning issues from tele-communication and information systems development/implementation/design/usage.
